State Commissionerate for Persons with Disabilities is a statutory body constituted under the Central Act of Persons with Disabilities 1995. The main function of the Commissionerate is monitoring the implementation of the Rights of Persons with Disabilities Act, 2016 in the State of Goa. The Commissionerate is a quasi-judicial Body that can exercise the power of a Civil Court as well as Criminal Court as defined under Section 82 of the Act for the redressal of the grievances of the Persons with Disabilities. The Commissionerate for Persons with Disabilities functions with a single tier mode, i.e. only at the State level. The appointment of the State Commissionerate for Persons with Disabilities is provided under Section 79 of the Rights of Persons with Disabilities Act, 2016 and has to perform his function as per Section 82 of the Rights of Persons with Disabilities Act, 2016 along with other relevant provisions.

Vision: To build an inclusive society in which equal opportunities are provided for the growth and development of Persons with Disabilities so that they can lead productive, safe and dignified lives.
Mission: To empower Persons with Disabilities, through its various Acts/ Institutions/Organizations and Schemes for rehabilitation and to create an enabling environment that provides such persons with equal opportunities, protection of their rights and enables them to participate as independent and productive members of society.

Powers 

The Powers of State Commissionerate for Persons with Disabilities is defined in Section 82 of the Rights of Persons with Disabilities Act, 2016 is as follows:

The State Commissioner shall, for the purpose of discharging their functions under this Act, have the same powers of a civil court as are vested in a court under the Code of Civil Procedure, 1908 while trying a suit, in respect of the following matters, namely:
-summoning and enforcing the attendance of witnesses
-requiring the discovery and production of any documents;
-requisitioning any public record or copy thereof from any court or office;
-receiving evidence on affidavits; and
-issuing commissions for the examination of witnesses or documents.
Every proceeding before the State Commissioner shall be a judicial proceeding within the meaning of sections 193 and 228 of the Indian Penal Code and the State Commissioners shall be deemed to be a civil court for the purposes of section 195 and Chapter XXVI of the Code of Criminal Procedure, 1973.

Functions

As per Section 80(a) to 80(i) and also Section 83 of the Rights of Persons with Disabilities Act, 2016, the functions of the State Commissioner for Persons with Disabilities as mentioned below:

The State Commissioner shall—
An annual report to the State Government and may at any time submit special reports on any matter, which, in its opinion, is of such urgency or importance that it shall not be deferred till submission of the annual report.
The State Government shall cause the annual and the special reports of the State Commissioner for persons with disabilities to be laid before each House of State Legislature where it consists of two Houses or where such Legislature consist of one House, before that House along with a memorandum of action taken or proposed to be taken on the recommendation of the State Commissioner and the reasons for non-acceptance the recommendations, if any.
The annual and special reports shall be prepared in such form, manner and contain such details as may be prescribed by the State Government.
